SPORTS ADVISORY COMMITTEE

     Approval of minutes of September 19, 1996 and November 21, 1996 Meetings -

    
Sen. Myrin called the meeting to order at 10:40 a.m.     

    MOTION:
Commissioner Soter moved to approve the minutes of September 19, 1996 and November 21, 1996 with corrections. The motion passed unanimously.

2.    Committee Business -
    

    Chair Myrin informed the committee of the death of Rep. Oscarson and appointment of Mr. David Winder to head the Division of Community and Economic Development.

3.    1997 General Session Olympic Related Legislation - Mr. Brian Allred explained the intent and main points of the major Olympic related legislation that was introduced or passed in the 1997 General Session and highlighted the changes made to each one. A summary of the legislation was distributed to committee members.


    Mr. Gordon Crabtree, Chief Executive Officer, Salt Lake Organizing Committee (SLOC) discussed the issue of timing of revenues that come to SLOC. Mr. Crabtree explained the insurance coverage SLOC has obtained, indicating that the current coverage is $150 million. In 1999, there will be an option of increasing that coverage to $300 million.

    Committee discussion followed.

4.    Appointments to the Sports Advisory Committee - Mr. Allred reviewed the appointments that needed to be made to the Sports Advisory Committee, including the two athlete representatives to serve on the Sports Advisory Committee. A handout was distributed indicating the committee's appointments and their expiration dates. Mr. Allred also discussed the Utah League of Cities and Town's new obligations under H.B. 214.

5.    Salt Lake Organizing Committee Update - Mr. Gordon Crabtree presented a short video of the progress that Nagano, Japan is making to prepare for the Summer Olympics. A handout was distributed to committee members showing an outline of items and a testimony presented before the Surface Transportation Subcommittee of the Committee on Transportation and Infrastructure, U.S. House of Representatives, March 11, 1997. Mr. Crabtree briefly discussed the area of security on local and state coordination. He said SLOC is working with Salt Lake City, the FBI, the State Department, and others regarding security. The SLOC recently made an announcement indicating that Intermountain Health Care (IHC) would be the medical service providers for the Olympics.
    
    Committee discussion followed.
            
6.     State Olympic Coordinator Update - Ms. Betsy Ross, Office of the Auditor, said that there have been several discussions with many state agencies but that only one agreement has been submitted and approved by the governor.

7.    Utah Sports Authority Update - Mr. Randy Montgomery, Executive Director, Utah Sports Authority Committee, distributed several handouts and presented a video done by KTVX on the grand opening of the bob and luge track at the Utah Winter Sports Park. He discussed the financial statement that was distributed to the committee and briefly highlighted several revenues and expenditures. He then discussed other major highlights that have taken place including the official certification of the track by the international bodies that govern the sports of bobsled and luge and a visit by the national team of luge and bobsled. In addition, he said that there will be training runs taken by athletes this summer as well as an expanded public ride program.
    
8.    Adjourn - MOTION: Ms. Barbara Dirks moved to adjourn at 12:20 p.m. The motion passed unanimously.
