2.     Outlook for Flooding
    
The potential exists for flooding along some rivers in northern Utah this spring. The state engineer will identify areas which may be subject to flooding and report on measures to alleviate flooding.

3.    Deer and Elk Management Plans
    
The Division of Wildlife Resources prepares deer and elk management plans for each deer and elk herd in the state pursuant to Utah Code Ann. Section 23-16-7. In preparing the plans, the division considers biological factors as well as the carrying capacity and uses of the range. The division has identified other factors, including social, economic, and fiscal impacts, which may be appropriate for consideration when designing management plans.

4.     Wildlife Heritage Program
    
The Wildlife Heritage Act was enacted by the Legislature in 1993. It created the Wildlife Heritage program administered by the Division of Wildlife Resources for the purposes of: 1) addressing the growing public demand for nonconsumptive wildlife management; and 2) demonstrating the importance of wildlife for all Utahns by emphasizing the ecological role of wildlife. The program is supported by sales of Wildlife Heritage certificates, but very few certificates have been sold. The Wildlife Heritage Advisory Committee will make recommendations on how to increase revenues and expand the program.
