The Division of Wildlife Resources prepares deer and elk management plans for each deer and elk herd in the state pursuant to Utah Code Ann. Section 23-16-7. In preparing the

Wildlife Heritage Program
The Wildlife Heritage Act was enacted by the Legislature in 1993. It created the Wildlife Heritage program administered by the Division of Wildlife Resources for the purposes of: 1)
addressing the growing public demand for nonconsumptive wildlife management; and 2)
demonstrating the importance of wildlife for all Utahns by emphasizing the ecological role of
wildlife. The program is supported by sales of Wildlife Heritage certificates, but very few
