     1.    Call to Order and Committee Business
        *    Approval of minutes of May 21, 1997 meeting


     2.    Follow up - Special District Recodification and Related Issues
        The committee will continue its discussion regarding issues relating to the special district recodification.
        *    Ted Wilson, Professor, Hinckley Institute of Politics and Former Mayor of Salt Lake City
        *    Staff report - Robert H. Rees, Committee Staff Attorney
        *    Committee discussion and action


     3.    Draft Legislation Regarding Incorporation, Annexation, and Townships
        Draft legislation will be explained. Interested parties will be given an opportunity to comment on the proposed legislation.
        *    Speaker Melvin R. Brown
        *    Explanation of draft legislation - Robert H. Rees, Committee Staff Attorney
        *    Committee questions
        *    Public comment
        *    Committee discussion and action


     4.    City Zoning Powers
        The committee will be briefed on issues relating to a city's zoning powers regarding group homes in light of the federal Fair Housing Act, Utah Fair Housing Act, and court decisions.
        *    Introduction - Rep. David Gladwell, Study Sponsor
        *    Committee discussion and action


     5.    Statutory Requirements Regarding Subdividing of Land
        The committee will be briefed on current statutory requirements regarding the subdividing of land.

        *    Wilf Sommerkorn, Davis County Dept. of Community and Economic Development
        *    Committee discussion and action
