1. Committee Business - Chair Dillree called the meeting to order at 3:03 p.m.
MOTION: Rep. Adair moved to approve the minutes of the June 18, 1997 meeting. The motion passed unanimously with Sen. Mansell, Sen. Mayne, and Rep. Ure absent for the vote.
2. Statewide Airport Improvement Program - Robert P. Barrett, Utah Department of Transportation (UDOT), gave a slide presentation and distributed a copy of the presentation titled,
"Status Report on the Statewide Airport Improvement Program." It was suggested that perhaps an
airport improvement program should include a listing of five to ten years.
Chair Dillree suggested that Mr. Barrett bring information such as aviation gas tax, fees, and
comparisons with other states back to the committee to consider for future legislation. She also
suggested that representatives of small airports and other advocates should be willing to come and
present their case. It was recommended that a report be given on which airports may need to be
closed due to limited financial resources. Sen. Tanner suggested that those who want the airports
should come forward to propose a bill to raise the gas tax.
3. Major Transportation Studies _ Updates - Chair Dillree explained that there is a draft recommendation from the Transportation Commission and UDOT regarding jurisdictional transfers,
and she suggested that committee members examine the recommendations.
Mick Crandall, Wasatch Front Regional Council, distributed a chart titled, "Steps for Major
Transportation Projects in an Urban Area" and "Current Major Studies in the Salt Lake City/Ogden
Area." He spoke about the major project studies. He said the major investment study process was
implemented to examine a broad range of alternatives, and to assist in preparing draft environmental
impact statements.
Byron Parker, Utah Department of Transportation, distributed a handout titled, "North
Corridor Transportation Projects." He explained the information provided in the handout on the
Legacy West Davis Highway and I-15 Salt Lake to Kaysville.
John Njord, Utah Department of Transportation, distributed a handout titled, "Interstate 80:
Major Investment Study - State Street to Parley's Canyon in Salt Lake City, Utah." He also explained
a handout titled, "Southeast Highland Drive MIS/DEIS."
Mr. Crandall provided and explained handouts titled, "West Valley City Transportation
Corridor and Intermodal Center Major Investment Study/Draft Environmental Impact Statement" and
"MIS/DEIS _ Transportation University * Downtown * Airport _ Major Investment Study." He
discussed the scope of the study issues on these projects and the major investment study for light rail
from the university through the downtown airport.
Rep. Murray stated his concern about people traveling one to a car. Mr. Crandall said effort
has been put into carpooling and shared-ride promotions. Mr. Crandall said Utah Transit Authority
is also participating in these studies.
Rep. Becker spoke regarding the funding of road projects. Mr. Warne said the federal funding
process in ongoing in Washington. Rep. Dillree asked if federal funding would be received for the
Olympic site. Mr. Njord said he expects funding from congress to construct certain Olympic projects.
4. Other Committee Business - Sen. Craig Peterson introduced Scout Troop 876 from Orem and their Scoutmasters.
5. Adjourn -
MOTION: Rep. Bigelow moved to adjourn the meeting. The motion passed unanimously at 5:05 p.m. with Sen. Tanner, Rep. Adair, Rep. Allen, Rep. Bowman, Rep. Davis, Rep. Knudson,
Rep. Nelson, and Rep. Ure absent for the vote.
