OF THE
POLITICAL SUBDIVISIONS INTERIM COMMITTEE
Monday, August 4, 1997 - 9:00 a.m. - Room 305 State Capitol

Co-Chair Ure called the meeting to order at 9:10 a.m.
Mr. Robert H. Rees, Subcommittee Staff Attorney, provided a brief refresher of special
district information presented in previous meetings.
Subcommittee members and others present discussed the following policy questions:
a) How should special districts generally fit within the framework of local government?
i) What should the role of special districts be in relation to counties and municipalities?
ii) Should special districts provide services that could be provided by counties or municipalities?
b) Should special districts have status as separate political and corporate entities, or should they be subunits of the county or municipality that created them?
c) If special districts are separate political and corporate entities, should the members of their governing bodies be elected?
i) Are there circumstances where it is appropriate for members of the governing body of a special district to be appointed?
d) Should more than one type of special district be authorized to provide any particular service?
e) Are all the different types of special districts needed, or should the Legislature authorize the creation of one type of special district or a limited number of types
of special districts with sufficient flexibility to provide any type of service that
special districts can provide?
f) What are the current requirements for citizens to be notified of and allowed to provide comment on a fee increase? What changes to the requirements are
needed?
The subcommittee decided that the next meeting would be held on Wednesday,
August 27 at 2:00 p.m.
MOTION: Rep. Swallow moved to adjourn. The motion passed unanimously. Co-
Chair Ure adjourned the meeting at 11:55 a.m.
