constitutional
amendment.
However,
there are
constitutional
concerns with
the
constitutional
amendment as
adopted. The
committee will
revisit the
issue,
including
looking at
possible
statutory
changes.

The committee discussed this
issue at length
at its July
meeting.
Suggestions for

were made. A
new draft of the
bill will be
presented to the
committee for
their action.

5. Budget Review Task Force
The committee will discuss the
possible
creation of a
task force to
review selected
state
government
entities'
budgets.

finance reform
and asked staff
to prepare a bill
creating an election law
commission.
Staff has
prepared a
bill using a
bill adopted
by the 1992
