2. Endangered Species Mitigation Funding
In the 1997 General Session, the Legislature enacted HB 359, "Endangered Species
Mitigation Fund," which creates a fund to be used for costs involved in protecting endangered,
threatened, or sensitive plant or animal species. The bill also imposes a royalty on brine shrimp
eggs, and the revenue generated is deposited into the fund. The royalties are estimated to be
$400,000 in FY 1998. The Department of Natural Resources anticipates additional resources
will be needed for species protection in the state.
Committee staff will review federal and state law regarding the protection of endangered
species, anticipated costs relating to species protection, and approaches other states have taken to
protect plant and animal species. Division of Wildlife Resources staff will identify sensitive
species to give a perspective on the need for future species protection measures. Mr. Finlinson
and Representative Hatch will discuss proposals for additional funding.

3. Appropriation for Forestry Extension Services
In the 1997 General Session, the Legislature appropriated $102,200 to Utah State University Extension for an education program for owners of private forest lands. Dr. Kuhns
will describe the education program.
