1. Call to Order -Rep. Frandsen called the meeting to order at 9:10 a.m.
a. Approval of Minutes -
MOTION: Rep. Bigelow moved to approve the minutes of the August 20, 1997 meeting. The motion passed unanimously with all present voting favorably.
b. Student Support and Library Media Services Review - Scott Bean, State Superintendent of Public Instruction, said student support and library media services have been effective
programs for students over the past 40 years. However, due to the recent lack of funding,
districts have reduced personnel in these areas. Funding for library media services has dramatically decreased over the past four years and school districts have attempted to fill these
positions with uncertified staff. He said since the ratio of administrative personnel to students in
Utah is the lowest in the nation, and lack of student support services is harmful to students, the State Board of Education is hopeful this issue will be reviewed during the1998 interim period.
