2:05 p.m.     2.    Transportation Code Recodification (Draft Legislation)
            
(The committee asked the staff to proceed with the recodification of the Highway Code (Title 27) and other sections related to the Department of Transportation, and report progress.)

2:20 p.m.     3.    Uninsured Motorist Database Audit and Sunset Review (Draft Legislation)
            (H.B. 33, "Uninsured Motorist Identification Database," which passed during the 1994 General Session provided for the establishment of a program to track compliance with motor vehicle insurance requirements. The program included a repeal date of July 1, 1996, but the Legislature later extended it to July 1, 1998. The Legislative Auditor General has conducted an audit of the program and will report on its findings. Is the program working as expected? What are the costs and benefits? Is the data generated by the program valid? Should the program be extended or made permanent? What changes, if any, are needed?)

3:10 p.m.     4.    Collection of Motor Vehicle Fees (Draft Legislation)
            
(During the May 15 meeting, a working group was appointed to look at the issue of cost responsibility for the collection of motor vehicle fees between the state and the counties. The amount of reimbursement fees to the entity that does the collection has not been adjusted in recent years. Some counties have returned, or threatened to return, the function back to the state if reimbursement fees are not increased. What are the costs of collection and how should they be assigned? Should reimbursement fees be adjusted? How often should a county be able to change who collects the fee? The working group will report its findings.)

(H.B. 266, "Utah Department of Transportation Authority to Construct Toll Roads and Lanes," which passed during the 1997 General Session, allowed UDOT to establish and operate tollways on state highways with the approval of the Transportation Commission and the Legislature. What studies have been done by UDOT on the use of tollways on state highways? What are the status and findings of the studies? What tollway-related options are available for generating funding for highways?)

4:15 p.m.     6.    Statewide Transportation Improvement Program (STIP) and Highway Maintenance Program
    
         ( Each year the Transportation Commission approves a revised STIP, which is a list of improvement projects to be completed during the next five years; and a Highway Maintenance Program, which is a list of maintenance projects to be completed during the year . What projects have been completed in the last two years? What projects are listed in these programs? Which projects will be completed this year? Are statewide needs being addressed?)
