Located in Pennsylvania, Glen Mills is utilized as an alternative to secure care for court adjudicated males between the ages of 15-19. The program focuses on academics, vocations, athletics, and social growth.

        3.    Project Horizon: Education Recidivism Reduction Plan

            
In order to reduce recidivism, the legislature enacted Project Horizon in 1992, which constitutes a range of cognitive components such as literacy, career skills, problem solving skills, and job placement.

Building on the example of community policing, courts have mobilized local residents, businesses and social service providers to collaborate with the criminal justice system by developing and supervising community service projects and by providing drug treatment, health care, education and other services to defendants.
