9:00 a.m.     1.    Call to Order and Committee Business
        *    Approval of minutes of October 22, 1997 meeting

9:05 a.m.     2.    Follow up - Jurisdictional Transfer of Roads
        In the October meeting, the committee requested that UDOT, the Highway Transfer Task Force, and representatives of local government delineate agreed upon terms to be included in draft legislation that would: 1) transfer roads; and 2) modify the percentage of funds going to the B & C Road Fund from 25% to some higher percentage. After determining the specific terms, draft legislation would be prepared for the November meeting.

        *    Committee discussion and action

9:45 a.m.     3.    Municipal Withdrawal from Water District
        Issues relating to the dispute between the White City Water Improvement District and some residents of Sandy City will be discussed. Draft legislation proposing a solution to the problem will be presented.
        *    Discussion of draft legislation proposed by Rep. Brian Allen
        *    Public comment
        *    Committee discussion and action

10:30 a.m.     4.    Draft Legislation Regarding Optional Forms of County Government
        Legislation will be presented intending to cleanup ambiguities, contradictions, and other problems with the current options allowed in the statute.

11:00 a.m.     5.    Special Districts Subcommittee Report
        The subcommittee's recommendations in the form of draft legislation will be presented for the committee's consideration.

11:45 a.m.     6.    Task Force Report - Regulatory Barriers to Affordable Housing
        S.B. 124, "Task Force on Regulatory Barriers to Affordable Housing," enacted in the 1997 General Session created the task force. The task force chairs will explain the task force recommendations.
