1. Call to Order and Committee Business - Chair Tyler called the meeting to order at 9:15 a.m. He welcomed those present and reviewed the agenda for the meeting.
MOTION: Rep. Arent moved to approve the minutes of the November 19, 1997 meeting. The motion passed unanimously with Rep. Hickman absent for the vote.
Chair Tyler said that the Legislative Management Committee has requested that each
interim committee study up to five items during the 1998 interim. He explained that 10 items
have been identified in the Master Study Resolution for potential study by the committee. He
distributed a handout, "Ballot to Prioritize 1998 Study Agenda" and asked the committee
members to prioritize their top five items.
Rep. Bradshaw referred the Judiciary Interim Committee to a memo
that was distributed by the Co-chairs of the Utah Tomorrow Strategic Planning Committee entitled
"Utah Tomorrow and Interim Committee Prioritization." She identified the Judiciary section of
Utah Tomorrow as one of the weaker sections and requested committee members to review the
document and offer suggestions.
2. Review Master Study Resolution Items -
The sponsors of the ten items identified on the agenda explained why the items had been placed on the Master Study Resolution. The committee questioned the sponsors and discussed
whether the item should be studied by the committee. Mr. Jerry Howe, Research Analyst,
explained that s ections 20A-12-102 and 20A-12-103, Judicial Nominating Procedures, are repealed July 1, 1999 unless the Legislature either extends or repeals the sunset date.
Sen. Taylor announced that he will not run for re-election. He thanked the committee for its association and explained that the decision, although difficult, was right for him and his
family.
3. Establish Study Agenda for the 1998 Interim
Chair Tyler tallied the ballots and announced the following six items had received far
and away the most votes.

Religious Freedom Restoration Act
- Rule of Evidence

Statute of Limitations
- Privacy of Social Security Number
MOTION: Sen. Hillyard moved to allow the Chairs to organize future agendas as they deem appropriate or necessary. The motion passed unanimously with Rep. Hickman
absent for the vote.
MOTION: Sen. Hillyard moved to adjourn the meeting at 10:40 a.m. The motion passed unanimously.
