4.     Regional Retail Electricity Pricing under Regulation and Competition
    
As certain western states move to retail competition and others continue to study the issue, questions arise as to the regional impact of competition. Would region-wide competition result in an averaging of consumer prices for electricity, increasing the price in lower cost states as the price declines in higher cost states? Or would the reduction of stranded generation costs, coupled with competitive efficiencies and more economical generation technologies, result in lower prices for all customers in the region?
