2:00 p.m. 1. Call to Order and Committee Business - Sen. Mont Evans, Senate Chair
* Approval of minutes of May 20, 1998 meeting
2:05 p.m. 2. Delay Inauguration of Certain Elected Officials in 2002
The committee will discuss the pros and cons to a suggestion to delay the inauguration of
elected officials in venue cities in the year 2002 until after the Winter Olympics are completed.

2:20 p.m. 3. Building Code Inspection of Public Schools under Construction
The committee will review issues relating to the adequacy of inspections of public schools
under construction for compliance with standard building codes.

3:20 p.m. 4. Form of Government for a City Changing Classes
By statute, a city changes from a third class city to a second class city when the city's
population grows above 60,000. Also by statute, the default form of government for a third
class city is different than for a second class city. The committee will discuss issues relating to
the default form of government when a third class city becomes a second class city.

The committee will review the optional forms currently in statute, gain insight of a currently
implemented optional form, and also examine changes proposed by the Utah Association of
Counties.

1) review the policy statements developed by the subcommittee in 1997; and
