2:00 1. Call to Order and Approval of August 19, 1998 Minutes
2:05 2. Genetic Testing Privacy Act
The committee will consider a revised draft bill.
2:20 3. Public Mental Health and Substance Abuse System Reform
The committee will consider a revised draft bill.
2:40 4. Enhanced Penalties for Use of a Substance In a Sexual Offense
The committee will consider a draft bill to enhance the penalty for the use of
certain substances in the commission of a sex offense and will hear responses
from the following:
* Paul Boyden, Statewide Association of Public Attorneys
* Ed McConkie, Utah Sentencing Commission
3:00 5. Audit of the Division of Services for People With Disabilities
Report by the Legislative Auditor General.
3:30 6. Portability Study
H.B. 372 (1998) requires the Division of Services for People With Disabilities and the Division of Health Care Financing to "conduct a study to identify
alternatives for increasing the portability of state and federal funding for services
to persons with disabilities." In their report to the committee, the divisions are
directed to recommend
" (i) methods for increasing portability within existing state funding levels; and
(ii) methods for maximizing portability in an environment of additional state funding...."
"[The] divisions may [also] recommend how to increase state funding through the
reallocation of existing resources or the identification of new revenue sources."
4:00 7. Visitation Mediation Program
The committee will receive a report from the Administrative Office of the Courts
on the implementation of 1997 S.B. 116 which extended the child visitation
mediation program to the Third District Court.
4:15 8. Taxation of Medical Purchases
The committee will consider a request to grant an exemption from sales tax for purchases of eyeglasses and hearing aids.
