         1.    Call to Order and Committee Business -
            Minutes of the August 19, 1998 meeting
        
         2.    Statute of Limitations - Real Property Improvements, 1999FL- 0189/002 Draft
                    Representative Gerry Adair and Craig C. Coburn, Richards, Brandt, Miller & Nelson will explain the need for the proposed legislation.

        
3.    Religious Freedom
            Staff will present information concerning Jeffs v. Stubbs, a recent Supreme Court decision which seems to eliminate some questions concerning religious freedom.

        4.    Utah Constitution Article VIII, Judicial Article, In Re Young, & Legislative Oversight of Judges
                    
Staff will present information and the committee will discuss issues concerning the Judicial Article, In Re Young, and the legislative oversight of judges.

         5.    Adjourn
