        During the August meeting, the committee requested that draft legislation be prepared amending the private property ombudsman statutes.

        *    Explanation of draft legislation: Robert Rees, Associate General Counsel
        *    Craig Call, State Property Ombudsman

2:30 p.m.     3.    Follow up Legislation - County Government Amendments
        During the August meeting, the committee requested that draft legislation be prepared per the recommendations from the Utah Association of Counties.
        *    Explanation of draft legislation: Robert Rees, Associate General Counsel
        *    Brent Gardner, Executive Director, Utah Association of Counties

3:00 p.m.     4.    Follow up Legislation - School Building Inspections
        During the August meeting, the committee requested that draft legislation be prepared implementing recommendations of the recent legislative audit.

3:20 p.m.     5.    Legislative Audit - Construction Management by Political Subdivisions
        This audit reviews concerns about construction management practices used by local government and school districts.

        The committee will review H.B. 194, Amendments to County Improvement Districts for Water Services, passed in the 1998 General Session.

        *    Representatives of White City Water Improvement District

4:30 p.m.     7.    Municipal Annexations in First Class Counties
        Draft legislation that would restrict municipalities in first class counties from denying an annexation petition will be presented.
