                 (Consideration of minutes of the September 24, 1998 Transportation Interim Committee meeting.)

9:05 a.m.     2.    Appropriations Act Report on UDOT Performance Management Initiative Internal Plan
                 (S.B. 1, "Appropriations Act," which passed during the 1998 General Session, included intent language "that the Department of Transportation continue to implement the adjustment improvements contained in their Performance Management Initiative Internal Plan." The department is to make a report to the committee, prior to the 1999 General Legislative Session, indicating the efficiencies and cost reductions that have been achieved and those that are anticipated as a result of implementing these improvement actions. Reassignments of FTE positions to implement the plan will be included in the report.)

9:25 a.m.     3.    Transportation Finance Briefing
                 (The Transportation Fund, the Centennial Highway Fund, the B and C Roads Account, and federal funding are major components to transportation funding in the state. What is the function of each of these funding components? What is the source of their revenue? What can they be used for? How much money is flowing through funding components? How does this compare to current and future needs?)

10:10 a.m.     4.    Highway Jurisdiction and Funding
                
( The municipalities and counties proposed a list of state highways recommended for transfer. UDOT proposed some changes to the list, recommended setting the criteria for transfer of any highways, and recommended a specific study process for the transfer of any highways. How should the committee respond to these recommendations and determine appropriate funding for any transferred highways? )
