HEALTH AND HUMAN SERVICES INTERIM COMMITTEE

    2:00    1.    Call to Order and Approval of October 21, 1998 Minutes

    2:10    2.    Admission to Nursing Facilities

    The committee will consider draft legislation that would require a Medicaid applicant to be informed of the full range of services offered by the Division of Aging and Adult Services, the local area agencies on aging, and the local area agencies on high risk adults prior to admission to a nursing care facility. This proposal is similar to legislation considered during the 1998 General Session.

    2:35    3.    Long-term Care for the Mentally Ill
    
The Division of Mental Health and the Utah Behavioral Health Network will report on their proposal to establish a new level of care for consumers of mental health services.

    3:05    4.    Privatization of Adoption
    The Adoption Advisory Council of the Board of Child and Family Services has been working with the Department of Human Services to determine whether activities associated with the adoption of children in the custody of the state should be further privatized. The council and the department will update the committee on these efforts. The department will also report on how it is implementing existing statutes requiring the participation of private child placement agencies.

     3:35    5.    Report of the Child Care Task Force
    The task force will present its recommendations, including draft bills proposed for adoption during the 1999 General Session.

     4:00    6.    Report of the Health Policy Commission
    The commission will present legislation proposed for adoption during the 1999 General Session.
    
     4:15    7.    Follow-up on Portability Study
    At the October meeting the committee heard a report on the portability of state and federal funding of services to persons with disabilities. The committee will receive a follow-up report on that presentation. The committee will also receive, as required by statute, a preliminary report on the broader issue of the portability of funding of persons wishing to move from services funded by the Division of Health Care Financing (Medicaid) to services funded by the Department of Human Services and vice-versa. A final report is due prior to the 2000 Annual General Session.
