2:00 p.m.     1.    Call to Order and Committee Business - Sen. Mont Evans, Senate Chair
        *    Approval of minutes of October 21, 1998 meeting

2:00 p.m.     2.    Follow up Legislation - Property Ombudsman
        During the August meeting, the committee requested that draft legislation be prepared amending the private property ombudsman statutes.

2:10 p.m.     3.    Follow up Legislation - School Building Inspections
        During the August meeting, the committee requested that draft legislation be prepared implementing recommendations of the recent legislative audit.

2:30 p.m.     4.    Municipal Annexations of Agriculture Protection Areas
        The committee will consider draft legislation that requires the consent of the owners of all property within an agriculture protection area for an annexation petition of that area or for withdrawal of the area from the agriculture protection area after annexation.

2:50 p.m.     5.    Municipal Annexations in First Class Counties
        Draft legislation that would restrict municipalities in first class counties from denying an annexation petition will be presented.

3:10 p.m.     6.    Concerns with Voting Procedures of Special Districts Having Water Shares
        Problems with the current voting process for special districts having water shares will be explored.

3:30 p.m.     7.    Training of Special District Board Members
        Draft legislation requiring training of elected and appointed board members prior to serving on a special district board will be presented.

3:50 p.m.     8.    County Personnel Management Amendments
        Draft legislation amending county personnel provisions will be presented.
        *    Felix McGowan, Salt Lake County Personnel Director







4:10 p.m.     9.    Follow up - Waiver of Governmental Immunity for Perjury by a Government Employee
        During the July meeting, the committee discussed draft legislation that would waive governmental immunity from actions seeking damages resulting from the perjury, the intentional making of a false statement, or the making of a false statement with reckless regard as to its truthfulness, by a government employee is any court or administrative hearing.

        *    Steven W. Allred, Deputy City Attorney, Salt Lake City, and a representative of the Utah League of Cities and Towns

4:30 p.m.     10.    Follow up Legislation - County Government Amendments
        During the August meeting, the committee requested that draft legislation be prepared per the recommendations from the Utah Association of Counties.
        *    Explanation of draft legislation: Robert Rees, Associate General Counsel
        *    Brent Gardner, Executive Director, Utah Association of Counties

4:45 p.m.     11.    Lien on Property for Fire Services
        A proposal that would authorize a special district providing fire services to place a lien on property in an effort to recoup costs of providing fire services will be presented.
