NATIVE AMERICAN LEGISLATIVE LIAISON COMMITTEE

1.    Call to Order - Chair Johnson called the meeting to order at 9:10 a.m.

2.    Committee Business -

    MOTION:
Rep. Gowans moved to approve the minutes of the October 22, 1998 meeting. The motion passed unanimously, with Rep. Buffmire and Sen. Evans absent for the vote.

    The committee discussed a letter distributed to the committee by Forrest Cuch, Director, Division of Indian Affairs regarding hate crimes. Possible solutions and legislative options were also discussed. Lori Bradley, Utah Department of Corrections spoke to the committee about ineffective, short prison sentences in such crimes. Rep. Beverly Evans recommended that the committee look at this issue next year.
    
3.    Navajo Trust Fund Report - Larry Rodgers and John Housekeeper, Utah Navajo Trust Fund, spoke to the committee regarding the Navajo Trust Fund annual report. Mr. Rodgers and Mr. Housekeeper referred to a handout entitled "The Utah Navajo Trust Fund and it's Permitted Uses." Mr. Housekeeper then referred to a draft handout entitled "Utah Navajo Trust Fund Notes to Financial Statements for the Year Ended June 30, 1998," and a handout entitled "Proposed Four Corners Empowerment Zone General Summary."

    Committee discussion followed.

4.     State Native American Coordinating Board - Mr. Cuch reviewed a handout entitled

"1997-1998 State Native American Coordinating Board Annual Report to the Native American Legislative Liaison Committee." He also distributed copies of an article from the Salt Lake Tribune entitled "Utes Open Store Stocked With Pride."

    Mr. Cuch distributed invitations to the 2nd Annual American Indian Economic Development Summit.

    Committee discussion followed.

5.     Division of Indian Affairs Review - Mr. Cannon discussed draft legislation entitled
"Utah Division of Indian Affairs Amendments."

    Committee discussion followed.

    MOTION: Sen. Suazo moved on page 4, line 2, to delete "Utah" and insert "Northern Ute" an to adopt "Utah Division of Indian Affairs Amendments" as amended, as a committee bill. The motion passed unanimously with Sen. Evans and Rep. Tanner absent for the vote.

6.     Native American Remains - Ms. Owen discussed draft legislation entitled "Native American Remains and Historic Artifacts."

    Mr. Cuch and Steven Rosen, Native American Remains Committee, Utah State University, spoke to the committee regarding the draft legislation.

     MOTION: Sen. Peterson moved that the committee adopt "Native American Remains and Historic Artifacts" as a committee bill. The motion passed unanimously, with Rep. Tanner absent for the vote.


4.    Adjourn -

            The meeting adjourned at 11:40 a.m.
