2. Illegal Immigrants in Utah's Prisons and Jails
The U.S. Immigration and Customs Enforcement (ICE) within the United States Department of Homeland Security determines whether an inmate is illegal or not. ICE places a "detainer hold" on certain inmates who, when released for parole, are released to ICE authorities for deportation or other action. The Utah Department of Corrections (UDC) will discuss statistics relating to Utah inmates. The Utah Board of Pardons and Parole will discuss the practice of holding illegal inmates in Utah prisons. ICE will discuss its interaction with state and local corrections and law enforcement agencies.

3. Possession of Narcotics and Paraphernalia for K-9 Training
Those who train police canines to detect illegal substances and paraphernalia must have access to these substances and paraphernalia to accomplish the training. The draft legislation is designed to codify standard practices for training these specialized dogs.

4. Concealed Firearms Permits
The growing percentage of Concealed Firearm Permits being issued to out-of-state applicants who have been trained by Utah certified trainers is receiving attention and has raised questions regarding its implications for costs, reciprocity, and availability of background check information.
