1. Call to Order and Approval of Minutes of April 5, 2000 Meeting - Chair Stephenson called the meeting to order at 9:15 a.m.



MOTION: Sen. Nielson moved to approve the minutes of April 5, 2000. The motion passed unanimously, with Rep. Ure absent for the vote.



2. Review of Agency Fiscal Analysis - February 15, 2000 Utah State Bulletin - William J. Greer, Fiscal Analyst, distributed a handout titled, "Report to the Administrative Rules Review Committee Office of the Legislative Fiscal Analyst May 2, 2000" and reported on the fiscal impact of rules printed in the February 15, 2000 Utah State Bulletin.



3. Review of Agency Rule Text - February 15, 2000 Utah State Bulletin - Art Hunsaker, Research Analyst, and Esther Chelsea-McCarty, Associate General Counsel, distributed a handout titled, "Administrative Rules Review Committee February 15, 2000 Utah State Bulletin - Staff Review May 2, 2000" and reported concerns raised by the rules in the February 15, 2000 Utah State Bulletin.



MOTION: Speaker Stephens moved that a letter be sent to The Department of Human Services to let them know that the Administrative Rules Review Committee did not approve changes to R501-12 in the November 1999 Meeting as stated in the rule filing by the Office of Licensing. The motion passed unanimously with Rep. Ure absent.



Sen. Nielson expressed concern with the bonus some School and Institutional Trust Lands Administration employees earn. He suggested this issue to be discussed in a future committee meeting.



Rep. Gowans requested that staff determine whether foster care and child care dual licensing is prohibited by statute.



4. Statutory Cites in the Utah Administrative Code - Ken Hansen, Director, Division of Administrative Rules, suggested that his staff might be able to come up with a way to more clearly present the progression of changes when publishing subsequent filings of rules. He said he would prepare to report to the committee in the fall. Mr. Hansen also discussed the statutory miscites in the Administrative Code and told the committee that he had obtained a list and is working to inform the agencies of their miscites.



5. Committee Business - Reps. Stephens and Ure raised issues of concern and asked staff to research them. Committee members agreed to meet on the following dates: May 23, June 7, and June 20, at 9:00 a.m. in Room 305, State Capitol.

MOTION: Rep. Swallow moved to adjourn the meeting at 10:40. The motion passed unanimously.
