1. Committee Business
Chair Evans called the meeting to order at 8:04 a.m.
MOTION: Sen. Peterson moved to approve the minutes of the June 12, 2002 meeting. The motion passed unanimously, with Rep. Anderson and Rep. Young absent for the vote.
2. Navajo Revitalization Fund
Mr. John Harja, Chair, Navajo Revitalization Fund Board and Governor's Liaison for Indian Affairs, provided an overview of the Navajo Revitalization Fund Annual Report. A copy of the report was included in the mailing packet.
Mr. Richard Muscheck, a Utah resident, questioned the size and purpose of the proposed clinics to be constructed. Mr. Harja responded that decision had not yet been made but would be decided by the individual chapters.
3. Navajo Trust Fund
Mr. Tony Dayish, Utah Navajo Trust Fund Administrator, provided an overview of the Navajo Trust Fund Annual Report and distributed a copy of the report.
Mr. Edward Alter, Chair, Board of Trustees, Utah Navajo Trust Fund, stated that Dineh Committee recommends funding requests to the Navajo Trust Fund Board of Trustees for approval. In response to committee questions, he explained that most of the matching funds come from the Navajo Revitalization Fund and a small amount from federal funds. He provided details of a water project with matching funds from the IHS (Indian Health Service) and the Navajo Revitalization Fund.
Mr. Keith Burnett, Senior Manager, Navajo Revitalization Fund, explained that the amount of a match by the Navajo Revitalization Fund depended on factors such as the nature of the project and the money available from the respective funds. He indicated that the specifics of a project determined which agency would be the primary funding source.
Ms. Judy Edwards, Indian Health Liaison, Department of Health, discussed health care for Navajo Tribes and discussed a current project concerning health care for the aging.
4. Issues Affecting Utah Navajos
Mr. Leo Manheimer, Navajo Mountain Chapter outlined problems facing the Navajo Mountain Chapter. He distributed a copy of his presentation "Navajo Mountain Chapter Issues and Concerns." Committee discussion followed.
Mr. Clarence Rockwell, Executive Director, Navajo Utah Commission, outlined the issues listed in the handouts "2002 Utah Legislative/Tribal Caucus" and "Issues Presentation to Utah Tribal Economic Development Task Force." He also distributed "Resolution of the Navajo Utah Commission of the Navajo Nation Council Urging the Utah State Legislature to Support and Enact Senate Bill 64 to Strengthen Penalties for Hate Crimes Committed in the State of Utah," "Resolution of the Navajo Utah Commission of the Navajo Nation Council Urging the Utah Legislature to Support and Enact House Bill 101 to Monitor Traffic Stops by Peace Officers and by January 1, 2003, Adopt a Written Policy that Prohibits the Stopping, Detention, or Search of any Person by Sole Motivation of Race, Color, Ethnicity, Age or Gender," "Resolution of the Navajo Utah Commission of the Navajo Nation Council Requesting Honorable Governor Michael Leavitt, the Utah Legislature and the Utah State Office of Education to Establish Yearly Appropriations for the Indian Education Specialist Position: Urging Formation of a State-wide Indian Education Task Force with Appropriate Membership to Develop an Indian Education Policy: and Recommend an Immediate Presentation on Indian Education to the Utah State Board of Education," and a copy of a letter dated June 5, 2002 to Rod L. Betit from Jerry Freddie.
Chair Evans suggested that the Committee consider scheduling a meeting of the Committee on the Navajo Reservation next year which would include meetings with Navajo Nation leaders and visits to Navajo Chapters in Utah.
Chair Evans requested a report on the activities of the State Native American Coordinating Board be presented at the next meeting.

5. Other Items / Adjourn
Mr. Cannon distributed "Models of Cooperation Between States and Tribes" by the National Congress of American Indians and National Conference of State Legislatures and a pamphlet from the Utah Division of Indian Affairs.
The next meeting is scheduled on November 21 at 8:00 a.m.
MOTION: Rep. Young moved to adjourn the meeting at 9:15 a.m. The motion passed unanimously, with Rep. Seitz absent for the vote.
