State Impact:
The provisions of this bill will have significant fiscal impact in some local health departments, but minimal impact in others. It is anticipated that the expenses at
the Bear River, Central, Southeast, and Southwest local health departments would increase to reflect the respective counties. The increased costs would
need to be funded either by increasing the local health department's General Fund block grant or from local revenues. The amount cannot be determined due
to the variability of factors.

Any fiscal impact to individuals will be contingent on the final organizational structures permited under the provisions of this bill.
