HB0331 - Nonresident Tuition for Higher Education

State Impact:
The bill changes the period of continuous residence in Utah for a non-resident student prior to registering as a resident student. The impact across the USHE could vary by institution, however, the net impact, once fully implemented, is an estimated increase of $5,000,000 in dedicated credits revenue.

Individual and Business Impact:
Non-resident students at USHE institutions will continue to pay non-resident tuition rates for a longer period while certifing their objective of establishing Utah residency.
