State Impact:
Passage of this bill authorizes the creation of additional charter schools. Currently, the state provides funding to replace the portion of local funding retained
by a students' home school district. The implementation of this bill will increase the state funding to charter schools for this purpose. This increase may not be
realized until FY 2004 or FY 2005 depending on when the charter schools are approved, begin operation and actualize enrollment figures. Funding increases
are dependent on the number of schools chartered and enrollment. It is anticipated that additional funding will be requested through the budgetary process
based on prior year enrollment. The total impact may increase if the legislature appropriates start-up funds for new charter schools.
