2007

NCSL STANDING COMMITTEE STAFF CHAIR'S AWARD

This award was given in recognition of John Massey's distinguished career of achievement and excellence in supporting the work of the Utah Legislature. John E. Massey, recently retired Fiscal Analyst and Director of the Office of Legislative Fiscal Analyst was presented this award at the NCSL's 2007 State Legislative Summit in Boston. LEGISLATIVE RESEARCH LIBRARIANS STAFF SECTIONS (LRL)

At NCSL's 2007 State Legislative Summit in Boston, LRL commended the Office of Legislative Research and General Counsel for its publication TAX RELIEF & REFORM: What Does It Mean to Taxpayers? and for providing substantive information on contemporary issues of interest to legislatures in an innovative fashion.

NCSL CERTIFICATE OF RECOGNITION IMPACT AWARD
NATIONAL LEGISLATIVE PROGRAM EVALUATION SOCIETY (NLPES)

The Office of Legislative Auditor General was recognized for Report 2006-12 "A Performance Audit of the Utah Department of Corrections" and presented with this distinguished award at the NCSL's 2007 State Legislative Summit in Boston. This award is given to outstanding audit reports that have a significant impact upon state government and the organization audited. This report identified major concerns with management practices, problems that demonstrated favoritism, and a lack of oversight over the department's training program. All issues identified in the report were quickly acted upon by the Governor's Office and the department. The report resulted in major changes in the organization's structure and in the department's operating policies and procedures.

2006

NCSL STAFF ACHIEVEMENT AWARD
RESEARCH AND COMMITTEE STAFF SECTION (RACSS)

NCSL recognized the Office of Legislative Research and General Counsel as an honoree for its publication of Utah State Government -- A Citizens Guide. RACSS presented the award to the office at the NCSL Annual Meeting in Nashville stating that the guide serves as an excellent model for other states and that staff are most deserving of the award.

At the NCSL Annual Meeting in Nashville, the LRL Staff Section presented the Office of Legislative Research and General Counsel with two Notable Document Awards in two different categories:

NCSL IMPACT AWARD
NATIONAL LEGISLATIVE PROGRAM EVALUATION SOCIETY (NLPES)

The Office of Legislative Auditor General was awarded the 2006 Impact Award at the NCSL Annual Meeting in Nashville in recognition for the report that had significant impact on public policy.

2005

NCSL ONLINE DEMOCRACY AWARD

The Utah Legislature Web site is recognized as best in the nation. The NCSL Online Democracy Award recognizes a state legislative Web site that stands out for making democracy user-friendly. The Utah Legislature Web site, the first Web site to receive this award, was selected for outstanding achievement in the use of design, content, and technology to bring democracy closer to the citizens of Utah. Of specific note is its use of RSS feeds and audio/video streaming of legislative activity. The design is simple and effective in user navigation. NCSL recognizes the Utah Legislature Web site as an example for other legislatures to follow in using Web technology to deliver public information to their constituents. Accepting the award at the 2005 NCSL Annual Meeting & Exhibition on behalf of the Utah Legislature were Mike Christensen, director, and Mark Allred, IT manager, both of the Office of Legislative Research and General Counsel.


2004

CHIEF INFORMATION OFFICER AWARD FOR DIGITAL DEMOCRACY

Among the 2004 Chief Information Officer Awards for outstanding accomplishment in e-government initiatives exemplifying best practices in design and implementation of customer focused information technology services, Governor Olene Walker recognized the Office of Legislative Research and General Counsel for best practices in online tracking of legislation.


2003

DIGITAL LEGISLATURES SURVEY

The Center for Digital Government recognized the Utah State Legislature Web site as the nation's seventh place ranking in the 2003 Digital Legislatures Survey. The Utah Legislature's Web site is designed and maintained by the Office of Legislative Research and General Counsel.

LEGISLATIVE STAFF ACHIEVEMENT AWARD
NATIONAL ASSOCIATION OF LEGISLATIVE FISCAL OFFICES (NALFO)

At the NCSL Annual Meeting in San Francisco, NALFO recognized the LFA Meribah Development Team for outstanding team project excellence. Meribah is a computer program designed to streamline the preparation of the state budget and various appropriations bills for the Legislature. Utah's Office of the Legislative Fiscal Analyst was selected as a recipient of the NALFO Legislative Staff Achievement Award.

At the NCSL Annual Meeting in Indianapolis, NALIT recognized Mark J Allred for professional accomplishment and service to the staff section, NCSL, and the Utah Legislature. Mark supervises the Information Center, computer and bill entry staffs, and directs information systems for the Legislature as the IT manager in the Office of Legislative Research and General Counsel.
