Senator Michael Waddoups called the committee to order at 3:24 p.m. He welcomed the
subcommittee, staff and public to the meeting.
MOTION: Rep. Zolman moved that the proposed schedule be approved. The motion passed unanimously with Sen. Muhlestein and Reps. Curtis & Bryson, absent for the vote.
Dr. Andrea Wilko reviewed economic development in the State of Utah for the past year and the
projected growth for the coming year. She also reviewed the Revenue estimates for the coming year.
Analyst Bill Dinehart gave an overview of the subcommittee responsibilities. He also reviewed
the crime rates for the State of Utah.
Analyst Dinehart told the subcommittee that Emergency Management was a new addition
subcommittee this year. He spoke about touring their center and the new court complex.
He will be presenting an abbreviated form of the Analyst's budget recommendations this year.
Sen Waddoups then turned time to the subcommittee members to address items they would like
from the agencies.
Rep. Curtis asked for information on jail contracting and county bonds that need be paid.
Rep. Zolman asked for jury and witness information from the Analyst, and alerted the subcommittee to his concerns regarding CEMA..
Rep. Arent requested the Governor's budget be provided to compare with the analysts.
She also requested from the AG's office data on the Financial Crimes Unit. She also wanted information
on UCI answering services, particularly checks and controls.
Rep. Bigelow requested a new courts building update and especially the cost of it being furnished and staffed. He wants an update on the consolidation of the courts and programs. What is going to
happen to the existing lease space, etc. and for full service courting.
He also requested a report on Promontory. The comparison between state run and private run
programs and the impact of changing the use of the facility.
Rep. Bryson requested the Governor's budget. How many of the Highway Patrol members are being used for capitol security (Protective Services.)
Information on the privatization process in DOC particularly , the M.T.C. proposal in Payson,
new budget request, etc.
Computers for Highway Patrol last year, use, training and status of use, and requested printouts.
Types of job placement being made at Promontory.
How is the prison food budget being managed and is the word getting to the cooks about the
release of prisoners.
Report on Youth in Custody and how much Public Education money has been used by them and
for what.
Report on service levels for juvenile funds in DYC.
Sen. Steiner wants to know how far reaching the Governor's no gun edict is and the authority of the Governor to make such a rule.
Sen. Muhlestein requested the agencies report on items where money was saved and how they did it. Also where the extra money from the budget was spent.
The subcommittee agreed on voting procedures.

MOTION: Sen. Muhlestein moved that the subcommittee adjourn. The vote was unanimous and the
meeting adjourned at 4:02 p.m.
