Representative Blake Chard, Co-Chair, called the subcommittee to order at 2:13 p.m.
Dr. Andrea Wilko, analyst, presented the budget proposed for the State Treasurer. The Treasurer's
budget is divided into four different areas:
Treasury and Investment $786,300
Unclaimed Property 900,800
Money Management 72,600
Financial Assistance 63,000

The Analyst included a building block for $79,500 from the Unclaimed Property Trust Fund to
upgrade the Unclaimed Property Management System.
Edward T. Alter, State Treasurer, responded to Dr. Wilko's presentation. He told the
subcommittee how Proposition 4, Credit Rating for Bonds, has saved money for school districts. He also
spoke about the way bonding is working to fund the I-15 highway fund. He answered questions from the
subcommittee members.
Dr. Wilko presented the proposed budged for the Auditor's office. She explained that no new
money had been asked for.
The programs of the Auditor's Office are:

Auston Johnson, State Auditor, responded for the Auditor's office. He answered questions from
the subcommittee members on spending and program savings.
MOTION: Rep. Curtis moved that the minutes of January 21, 1998 be approved.
The motion passed unanimously with Senator Steiner absent for the vote.
Dr. Wilko presented the proposed budget for the Judicial Conduct Commission. The Judicial
Conduct commission screens, evaluates, and where appropriate investigates and resolves complaints
against Utah Judges. The total budget for the Judicial Conduct Commission for FY 1999 is $211,000.
Dr. Wilko recommends making the Judicial Conduct Commission a separate line item under the
Utah Commission on Criminal and Juvenile Justice.
Steven H. Stewart, Executive Director of JCC, responded. He presented the annual written
report to the subcommittee members.
Dr. Wilko presented the proposed budget for the Governor's Office.
The Governor's Office heads the Executive arm of State government. The following programs
are included:

Women and Families 82,700
Motor Voter 748,600

Constitutional Defense Fund 50,000

Emergency Fund 104,000

The Analyst recommends an appropriation of $223,000 to fund the costs associated with the
election in FY 1999. This is appropriated every 2 years.
Lynne Koga, Governor's Office of Planning and Budget, responded for the Governor's Office.
She answered questions from the subcommittee and commented on the Washington Office.
Carol Bench, Executive Director for the Governor's Commission for Women and Families,
presented the 1997 Legislative Report to the subcommittee members. She answered question and spoke
about the savings of the Commission the past year.
Dr. Wilko, presented the proposed budget for the Office of Planning and Budget. The programs
are as follows:

The Analyst has transferred the positions related to statewide oversight of systems management
back to the Office of Planning and Budget.
Lynne Koga, Governor's Office of Planning and Budget, responded for the OPB.
She told the subcommittee that a Economic Report to the Governor is produced by Planning & Budget.
She presented a one page Economic Report to the Governor to the subcommittee members. She also
answered questions from the subcommittee members.
Dr. Wilko presented the proposed budget for Utah Commission on Criminal and Juvenile Justice.
The programs funded are:

Camille Anthony, Director of CCJJ, responded for the agency. She stated that there is a conflict
as to where the Judicial Conduct Commission should be placed. She indicated that she helps the
Governor appoint the judges and therefore there is a conflict in her office also. She presented the annual
report from the commission to the subcommittee and answered questions.
Rep. Bryson asked for the result of task force studies, and the economic impact. Lynne Koga to provide this information.
Rep. Arent asked the Lynne Koga to respond to what cases are being defended and what payments have been made. She would also like a breakdown of funding use of the Constitutional
Defense fund.
MOTION: Rep. Bigelow moved that the subcommittee be adjourned. The motion passed unanimously
and the meeting adjourned at 3:30 p.m.
