Senator Michael Waddoups called the subcommittee or order at 2:14 p.m.
Lynne Koga, Governor's Office of Planning and Budget, responded to question the members had asked
from the previous meeting. She responded with handouts: A map of QGET, Constitutional Defense Council,
and the Governors Rural Office, and responded concerning the handouts and funding sources. She also
responded to additional questions from the subcommittee members.
Brad Barker, from Office of Planning and Budget, addressed the committee concerning the Rural
Partnership Board.
The Analyst recommended that the Chief Information Office be moved back to GOPB and has shown it
that way in her presentation.
MOTION: Rep. Chard moved to reduce the Analyst's recommendation for Elections by $100,000 and to increase LAN Budget withing OPB by $100,000 and to include the following intent language:
Tab 7, Page 2 "It is the intent of the Legislature that $100,000 in non-lapsing balances be used for elections."
Tab 8, Page 1 "It is the intent of the Legislature that $100,000 in OPB be used to fund the Electronic Law Project."
The motion passed unanimously.
MOTION: Rep. Arent moved that $50,000 in General Fund be placed in the Attorney General's Office for Constitutional Defense.
The motion failed with Rep. Arent and Sen. Steiner voting in favor of the motion.
MOTION: Rep. Bigelow moved that the subcommittee approve the Governor's Office, Office of Planning and Budget, UCCJJ, Auditor, JCC, and Treasurer's budget's as proposed by the Analyst with the adjustment
made by the previous motion.
SUBSTITUTE MOTION: Rep. Curtis moved that the subcommittee move to the next item of business on the agenda.
The motion passed with Rep. Bigelow voting in opposition.
Dr. Andrea Wilko presented the proposed budget for the Attorney General's Office.
The programs and funding are listed on tab 13, page 1. On page 2 are listed building blocks for Child Protection
Services, Financial Crimes Unit, Prosecution Council Computer System and Anti-Trust Prosecution.
Dr. Wilko told the subcommittee that they must make a recommendation to the Executive Appropriation
Committee to include attorneys as part of the compensation package.
Attorney General Jan Graham responded for the Attorney General's Office. She explained to the
subcommittee how they handled cuts in the budget last year. She explained about the budget requests for the
office that differed from the Analyst's recommendation.
Kirt Torgensen, Financial Crimes Unit, presented a handout and answered questions. Other handouts
included a chart of children removed and the associated hearings held and Parental terminations tried and filed.
A salary comparison chart was handed out along with a list of all the attorneys and the divisions they
work for and the funding source.
David Lamb, Financial Officer answered questions from the subcommittee.
MOTION: Rep Curtis requested an opinion from the Attorney General's Office about the concealed gun controversy at the U of U and in the government offices. It was asked that an Attorney General's opinion be
given to the subcommittee as soon as possible.
The motion was withdrawn and the Attorney General will respond at the next meeting.
Jerry Jensen spoke briefly on condemnation cases concerned with the I-15 freeway.
MOTION: Rep. Chard moved that the subcommittee be adjourned.
The motion passed unanimously and the meeting was adjourned at 3:55 p.m.
