    Rep. Blake Chard, Co-Chair, called the subcommittee to order at 2:14 p.m.

MOTION: Sen. Muhlestein moved that the minutes be approved as written.

    The motion passed unanimously with Sen. Steiner absent for the vote.

MOTION: Sen. Waddoups moved that the budget as proposed by the Analyst for the Office of Planning and Budget be approved as amended.

    The motion passed unanimously with Sen. Steiner absent for the vote.

MOTION: Sen. Waddoups moved that the budget as proposed by the Analyst for Utah Council on Criminal and Juvenile Justice by approved.

    The motion passed unanimously with Sen. Steiner absent for the vote.

MOTION: Sen. Waddoups moved that the budget as proposed by the Analyst for the State Auditor's Office be approved.

    The motion passed unanimously with Sen. Steiner absent for the vote.

MOTION: Sen. Waddoups moved that the budget as proposed by the Analyst for the Judicial Conduct Commission be approved.
    The motion passed unanimously with Sen. Steiner absent for the vote.

MOTION: Sen. Waddoups moved that the budget proposed by the Analyst for the State Treasurer's Office be approved.

    The motion passed unanimously with Sen. Steiner absent for the vote.

MOTION: Sen. Waddoups moved that the Intent Language for the Office of Planning and Budget on page 2, tab 7 be approved.

    The motion passed unanimously.

MOTION: Rep. Waddoups moved that the Intent Language for CCJJ tab 9, page 2; the State Auditor tab 10, page 2; and the State Treasurer tab 12, page 2; be approved.

    The motion passed unanimously.

MOTION: Rep. Curtis moved that the Intent Language for JCC tab 11, page 2, be approved.

    The motion passed unanimously.

    Attorney General Jan Graham responded to the subcommittee. She presented a handout of FTE's and how the cuts of two years ago were handled. She spoke on Anti-Trust Cases and Contract Attorney issues.

    She read a statement to the subcommittee concerning the gun issue at the State and at U of U. A copy of her statement was given to Sen. Waddoups and Rep. Chard.

    Analyst Bill Dinehart presented to the subcommittee information concerning proposed Capital Facilities. This included facilities of Justice Agencies, and Correction bed analysis.

    Dr. Haun spoke briefly on their needs, Jail reimbursement, Contracting, & Bonding for Gunnison Building, and violent offenders.

    Analyst Dinehart spoke also about a proposal to build a sewer lagoon at Gunnison.

    Rep. Chard asked that Dr. Haun look into the possibility of a design to combine the training facilities and to also coordinate facilities. Commissioner Craig Deardon is to also look at coordinating training.

    Analyst Dinehart presented information on two-32 bed youth facilities and Gary Dalton, Director Youth Corrections, spoke briefly to answer questions.

MOTION: Rep. Curtis moved that the vote on the Governor's Budget and the Attorney General's Budget be taken at a later date and placed on the agenda at that time.

    The motion passed unanimously.

    Analyst Bill Dinehart presented the proposed budget for the Department of Public Safety to the subcommittee. He told the subcommittee and public that he had not funded the Community Crime Prevention.

    Nancy Plant responded saying they had just compiled the missing information and it would be presented to Mr. Dinehart.

    The Analyst funded $4,000 as a first year allocation towards the costs of converting to 800 MHZ emergency radio system.

    It was noted that this is the first year for the Emergency Management Center to be funded by this subcommittee. It was not transferred from the Transportation Subcommittee when the other Public Safety programs were.

    The full information on the proposed budget is found under the Department of Public Safety tabs 41 through 50.

    On page 12, Rep. Curtis asked how much Federal Funding would be lost on the Federal/State Match with the reduction to Comprehensive Emergency Management.

    Rep. Bryson asked that a list of private instructors for POST be given out.

    Commissioner Colonel Greenwood answered question from the committee concerning school bus inspection.

MOTION:     Rep. Curtis moved that the subcommittee saunter for 6 minutes.
    
    The motion passed unanimously.

    The subcommittee reconvened at 4:05 p.m.

    Commissioner Craig Deardon, Department of Public Safety, responded for the Department.
He covered the planning to cover the Olympics, and the need to fund Crime Prevention.

    Lorayne Frank, Director of the Emergency Management, responded to questions about the emergencies and disasters that have taken place in the past.

    Earl Morris, from the crime lab, told the subcommittee that the turn around time has been reduced at the crime labs, but that cases are still increasing.

    Rep. Chard asked for a list of the cases from Eastern Utah and Weber area that would be shifted to a new lab.

    Dave Beech, Drivers License Director, spoke about the need to raise fees in the area of providing documents to offset the cost of printing. He responded to questions about the two new express offices in Sandy and American Fork.

    Commissioner Colonel Greenwood responded to question asked about the Troopers uniforms, (type of and the cost). He also responded to a question about how many troopers are used for Security protection for the Public Buildings in the State and security for the Governor. He advised against hiring private security. It has been tried in the past and was not successful.

    Lt. Colonel Morris answered questions about the liquor squad.

    Commissioner Deardon handed out the year end report.

MOTION: Rep. Arent moved that the subcommittee hear from the Crime Prevention Program.

SUBSTITUTE MOTION: Sen. Waddoups moved that the subcommittee allow the Crime Prevention Program 4 minutes to speak.
    
    The motion passed unanimously.

    Nancy Plant, Chairman CCPP spoke briefly and then introduced John Minson, (a crime victim last Sunday in an unprovoked attack).

MOTION: Rep. Zolman moved that the subcommittee be adjourned.
    
    The motion passed unanimously and the meeting adjourned at 5:05 p.m.
