Committee Chair Evans called the meeting to order at 8:10 a.m.
MOTION: Sen. Jones moved to approve the minutes of February 10, 1999. The motion passed unanimously.

S.B. 109 Ice Cream and Milk Dispenser Requirements (G. Davis)
Sen. Davis said the bill as amended allows novelty ice cream to be displayed in freezers
provided by ice cream manufacturers or distributors.
MOTION: Sen. Peterson moved to amend the bill as follows:
1. Page 1, Line 15: After line 15 insert: "(1) As used in this section, "novelty ice cream" means a package or
container of ice cream which
contains less than one quart of ice
cream."
2. Page 1, Line 16: Bracket "(1)" and insert "(2)" and after "Subsections" delete "(2) and (3)" and insert "(3) and (4)"
3. Page 1, Line 25: Delete "(2)" and insert "(3)"
4. Page 2, Line 28: After "sales" delete "to consumers" and insert "of novelty ice cream"
5. Page 2, Line 29: Delete "(3)" and insert "(4)"
6. Page 2, Line 32: Delete "(4)" and insert "(5)" and after "Subsections" delete "(4)(b) and (4)(c)" and insert "(5)(b) and (5)(c)"
7. Page 2, Line 36: After "Subsection" delete "(4)" and insert "(5)"
8. Page 2, Line 41: After "Subsection" delete "(2)" and insert "(3)"

MOTION: Sen. Hull moved to refer the bill to interim study. The motion passed unanimously.

S.B. 122 Controlled Access Areas in Olympic Venues (M. Waddoups)
MOTION: Sen. Peterson moved to adopt the substitute.
The motion passed unanimously.
Sen. Waddoups said the bill allows the Olympics law enforcement commander to designate
secure areas at Olympic venues and provides protections to concealed weapon holders who
carry weapons into secure areas. The bill also allows firearms to be restricted from houses
of worship and private residences.
Craig Deardon, Department of Public Safety, spoke in favor of the bill.
Elwood Powell, Utah Shooting Sports Council, suggested that the bill should be amended.
Dr. Sarah Thompson, NOLYMPICS, spoke in opposition to the bill.
Leonard Wojick, Utah Shooting Sports Council, spoke in favor of the bill.
William Nash, Utahns Against Gun Violence, suggested that the bill should be amended.
William Brady spoke in opposition to the bill.
Bill Shaw, Salt Lake Organizing Committee, spoke in favor of the bill.
Rob Bishop, Utah Shooting Sports Council, suggested that the bill should be amended.
Jim Dexter, Utah Libertarian Party, spoke against the bill.
Jana Lee Tobias, Women's Against Gun Control, spoke in opposition to the bill.
Steve Stromness spoke against the bill.
Charles Bradford spoke in opposition to the bill.
MOTION: Sen Peterson moved to pass the bill out favorably.
SUBSTITUTE MOTION: Sen. Hull moved to amend the bill as follows:
Page 5, Line 138: After "public" delete "and private"
The motion to amend the bill passed unanimously.
MOTION: Sen. Peterson moved to pass the bill out favorably.
The motion passed with Sen. Jones voting in opposition and Sens. Evans, Hull and
Peterson voting in favor.

H.B. 254 Regulation of Sale of Certain Seeds (E. Anderson)
Rep. Anderson said the bill gives rulemaking authority to the Department of Agriculture
and Food regarding the labeling of seeds.
MOTION: Sen. Hull moved to pass the bill out favorably.
The motion passed unanimously with Sen. Peterson absent for the motion.
MOTION: Sen. Hull moved to place the bill on the consent calendar.
The motion passed unanimously with Sen. Peterson absent for the motion.
The meeting adjourned at 10:00 a.m.
