Be it enacted by the Legislature of the state of Utah:

Section 1. Appropriation.

Department of Agriculture and Food for distribution to soil conservation districts organized under

Title 17A, Chapter 3, Part 8, Soil Conservation Districts, for:

h developing conservation plans for farmers and ranchers to keep the state's

productive and rivers and lakes clean; h

h technical assistance for projects funded through the Agriculture Resource

(3) helping counties and cities identify critical natural resources and development

constraints;

(4) educating the state's consumers about the necessity of important agricultural lands and
