HOUSE RULES RESOLUTION - COMMITTEE REVIEW OF BILLS

                  A RESOLUTION OF THE HOUSE OF REPRESENTATIVES REVISING HOUSE RULES;
                  MODIFYING REQUIREMENTS FOR STANDING COMMITTEE REVIEW OF
                  LEGISLATION; AND PROVIDING AN EFFECTIVE DATE.
                  This resolution affects legislative rules as follows:
                  AMENDS:
                      HR-23.13
                  Be it resolved by the House of Representatives of the state of Utah:
                      Section 1. HR-23.13 is amended to read:
                       HR-23.13. Standing Committee Review.
                      (1) The House of Representatives may not pass a bill, joint resolution, or concurrent
                  resolution during the annual general session [which] that has not [had] been reviewed by a House
                  standing committee [review].
                      (2) This rule does not apply to:
                      (a) any resolution regarding legislative rules or legislative personnel;
                      (b) bills that have been approved by an interim committee;
                      (c) the revisor's statute; or
                      (d) the appropriations act, the supplemental appropriations acts, the school finance act, and
                  any bonding act [which] that has been reviewed and approved by the Executive Appropriations
                  Committee.
                      Section 2. Effective date.
                      This resolution takes effect upon approval by a constitutional majority vote of all members
                  of the House of Representatives.
