First Substitute H.B. 210

Representative Jeff Alexander proposes to substitute the following bill:

HIGHER EDUCATION REVENUE BOND

             5      AN ACT RELATING TO HIGHER EDUCATION; MODIFYING CERTAIN REVENUE BOND
             6      AUTHORIZATIONS; REPEALING OBSOLETE AUTHORIZATIONS; AND MAKING
             7      TECHNICAL CORRECTIONS.
             8      This act affects sections of Utah Code Annotated 1953 as follows:
             9      AMENDS:
             10          53B-22-106, as enacted by Chapter 32, Laws of Utah 1991
             11      REPEALS:
             12          53B-22-101, as enacted by Chapter 15, Laws of Utah 1987, First Special Session
             13          53B-22-108, as enacted by Chapter 177, Laws of Utah 1992
             14          53B-22-110, as enacted by Chapter 209, Laws of Utah 1994
             15      Be it enacted by the Legislature of the state of Utah:
             16          Section 1. Section 53B-22-106 is amended to read:
             17           53B-22-106. Utah Valley State College revenue bonds -- Student center addition.
             18          (1) The State Board of Regents, on behalf of Utah Valley [Community] State College, may
             19      issue, sell, and deliver revenue bonds or other evidences of indebtedness of Utah Valley
             20      [Community] State College to borrow money on the credit of the income and revenues of Utah
             21      Valley [Community] State College, other than appropriations of the Legislature, to finance the cost
             22      of constructing, furnishing, and equipping a student center addition.
             23          (2) The bonds or other evidences of indebtedness authorized by this section may not
             24      exceed [$4,400,000] $13,500,000 and shall be issued in accordance with Title 53B, Chapter 21,
             25      Revenue Bonds, under such terms and conditions and in such amounts as the board, by resolution,

             26      determines are reasonable and necessary.
             27          Section 2. Repealer.
             28          This act repeals:
             29          Section 53B-22-101, University of Utah revenue bonds -- Utility submetering devices
             30      at student housing.
             31          Section 53B-22-108, Utah State University revenue bonds -- PBX telephone switch.
             32          Section 53B-22-110, Snow College revenue bonds -- Administration-student center.
