A RESOLUTION OF THE HOUSE OF REPRESENTATIVES REVISING HOUSE RULES;

MODIFYING STANDARDS FOR RECORDING A REPRESENTATIVE AS ABSENT

DURING A VOTE; ESTABLISHING A MODE OF ADDRESSING REPRESENTATIVES; AND
8
PROVIDING AN EFFECTIVE DATE.

This resolution affects legislative rules as follows:

Be it resolved by the House of Representatives of the state of Utah:

Section 1.
HR-22.11
is enacted to read:

HR-22.11. Method of Address in the House.
17
It is proper for a legislator to address a fellow Representative in committee or on the floor
18
as "Representative" followed by the Representative's surname. (For example, "Representative
19
Doe.")

Section 2.
HR-30.03
is amended to read:

HR-30.03. Roll Call on Final Passage of Bills.

The vote on final passage of all bills is by roll call or by electronic voting. If by roll call,
23
the names of the Representatives shall be called alphabetically, except the Speaker, who is called
24
last. A roll call vote or electronic voting on other questions shall be taken if requested by five
25
Representatives present. Representatives absent [or not voting] from the House chamber shall be
26
so recorded.

Section 3. Effective date.

This resolution takes effect upon approval by a constitutional majority vote of all members
29
of the House of Representatives.
