Mr. President:

    The Business, Labor, and Economic Development Committee reports a favorable recommendation on S.B. 42, RENTAL APPLICATION FEES, by Senator M. Waddoups, with the following amendments:

1.    Page 1, Line 15:    Delete "An" and insert "Except as provided in Subsection (6), an"

2.     Page 1, Line 20:    After "applicants" insert "criminal background"

3.    Page 2, Line 35:    After Line 35 insert:
        "(6) A rental application fee or processing fee shall not be charged if, at the time of application, the person submitting the rental application furnishes the owner of the residential dwelling unit or the owner's agent with certified copies of the applicant's credit report from a licensed credit reporting agency and a Utah state criminal background report on the applicant which have been issued within 60 days from the date of application."
