ANNEXATION OF UNINCORPORATED AREAS

Senator Poulton
proposes the following amendments:
1. Page 1, Line 13: After line 13 insert "This act enacts uncodified material."
2. Page 2, Line 55: After "if" insert a colon
3. Page 2, Line 56: At the beginning of line 56 insert:
"(i) the petition contains the signatures of the owners of private real property that:
(A) is located within the area proposed for annexation;
(B) covers a majority of the private land area within the area
proposed for annexation; and
(C) is equal in value to at least 1/2 of the value of all private real
property within the area proposed for annexation;
(ii) the population in the area proposed for annexation does not
exceed 20% of the population of the proposed annexing
municipality; and
(iii)"
4. Page 6, Line 168: After "if" insert:
":
(A) the petition contains the signatures of the owners of private
real property that:
(I) is located within the area proposed for annexation;
(II) covers a majority of the private land area within the area
proposed for annexation; and
(III) is equal in value to at least 1/2 of the value of all private real
property within the area proposed for annexation;
(B) the population in the area proposed for annexation does not
exceed 20% of the population of the proposed annexing
municipality; and
(C)"
5. Page 7, Line 191: After "if" insert:
":
(a) the petition contains the signatures of the owners of private real
property that:
(i) is located within the area proposed for annexation;
(ii) covers a majority of the private land area within the area
proposed for annexation; and
(iii) is equal in value to at least 1/2 of the value of all private real
property within the area proposed for annexation;
(b) the population in the area proposed for annexation does not
exceed 20% of the population of the proposed annexing
municipality; and
(c)"
6. Page 7, Line 193: After line 193 insert:
"Section 4. Legislative intent.
The Legislature acknowledges that annexations and related issues
are of substantial concern in counties of the first class. It is the
intent of the Legislature that this bill be viewed as merely the first
step toward addressing and resolving those problems and
understands that those affected by and interested in these issues
will work together to resolve those issues this year."
