Senator Hellewell called the meeting to order at 8:12 a.m.

    MOTION:    Sen. Evans moved to approve the minutes of February 15, 2001. The motion passed unanimously with Sen. Dmitrich and Sen. Spencer absent for the vote.

1.     H.B. 265    Electric Cooperative Regulatory Fee    (G. Snow)
    Rep. Snow said the bill adjusts fees by certain electrical cooperatives.

     MOTION:    Sen. Evans moved to pass the bill out favorably. The motion passed unanimously with Sen. Dmitrich and Sen. Spencer absent for the vote.

2.     1st Sub. H.B. 105    Licensure of Estheticians and Nail Technicians     (S. Allen)

     MOTION:    Sen. Evans moved to amend the bill as follows:

1.    Page 7, Line 205:    After "(2)" insert "(a)"

2.    Page 7, Line 205:    After line 205 insert:
        "(b)(i) At least one of the members of the board appointed under Subsections (1)(b), (d), and (f) shall be an instructor at or a representative of a public school.
        (ii) At least one of the members of the board appointed under Subsections (1)(b), (d), and (f) shall be an instructor at or a representative of a private school.

    The motion passed unanimously with Sen. Spencer absent for the vote.

    Rep. Allen said the bill provides for licensing of estheticians and nail technicians.

     MOTION:    Sen. Blackham moved to pass the bill out favorably as amended. The motion passed unanimously with Sen. Spencer absent for the vote.

3.     S.B. 181    Outdoor Advertising Structures Near Power Lines    (M. Dmitrich)
    Sen. Dmitrich introduced Mr. Craig Moody, Reagan Outdoor Advertising, who explained the bill exempts outdoor advertising companies from certain notification requirements before working on outdoor advertising.

    The following spoke in opposition to the bill:
        Kevin Boardman, Utah Power
        Mike Peterson, Utah Rural Electric Association
        Rick Rose, Pacificorps



    Mr. Dewey Reagan, Reagan Outdoor Advertising, spoke in support of the bill.

     MOTION:    Sen. Blackham moved to go to the next item on the agenda. The motion failed with Sen. Blackham and Sen. Evans voting in favor of the motion and Sen. Dmitrich, Sen. Hellewell, and Sen. Spencer voting in opposition to the motion.

     MOTION:    Sen. Spencer moved to pass the bill out favorably and instruct the parties to work on an agreed solution. The motion passed with Sen. Dmitrich, Sen. Hellewell, and Sen. Spencer voting in favor of the motion and Sen. Blackham and Sen. Evans voting in opposition.

4.     H.B. 115    Waste Tire Amendments    (N. Hendricksen)

    The bill was not considered, because the sponsor was not present.

5.     H. B. 172    Appropriation for Herd Testing for Johne's Disease (D. Cox)
    
Rep. Cox indicated the bill appropriates $90,000 to the Department of Agriculture and Food for the initial herd testing to prevent and control the spread of Johne's disease in domestic livestock.

     MOTION: Rep. Evans moved to pass the bill out favorably. The motion passed unanimously.

     MOTION:    Sen. Evans moved to adjourn the meeting at 9:10 a.m. The motion passed unanimously.
