Chair Saunders called the meeting to order at 8:16 a.m.

MOTION:    Representative Lockhart moved to approve the minutes of the January 24, 2002 committee meeting. The motion passed unanimously.


H.B. 181    Allocation of State Hospital Beds (J. Seitz)

Representative Seitz explained the bill to the committee.

MOTION:    Representative Mascaro moved to pass the bill out favorably. The motion passed with Representative Arent, Representative Jones, and Representative Thompson voting no. Representative Ray and Representative Way were absent for the vote.

S.B. 33    Access to Health Care and Coverage Task Force (P. Knudson)

Senator Knudson explained the bill to the committee.

Mr. Ronald E. Casper, National Federation for Independent Business, spoke in support of the bill.

MOTION:    Representative Arent moved to pass the bill out favorably. The motion passed unanimously with Representative Ray and Representative Way absent for the vote.


H.B. 122    Health Insurance Benefit Design (R. Lockhart)

Representative Lockhart explained the bill to the committee.

Speaking in support of the bill were Mr. Rod L. Betit, Executive Director - Department of Health, Mr. Ronald E. Casper, National Federation of Independent Business, Mr. Kelly Atkinson, Executive Director - Utah Health Insurance Association, and Ms. Candace Daly, Utah Association of Health Underwriters.

MOTION:    Representative Beck moved to pass the bill out favorably. The motion passed unanimously with Representative Way absent for the vote.


S.B. 45    Birth Certificate for Stillborn Child (R. Allen)

Senator Allen explained the bill to the committee.

MOTION:    Representative Jones moved to pass the bill out favorably. The motion passed unanimously with Representative Way absent for the vote.


S.B. 4    Reports to Health and Human Services (T. Spencer)

In the absence of the sponsor, Ms. Catherine Dupont, Associate General Counsel, explained the bill to the committee.

MOTION:    Representative Arent moved to pass the bill out favorably. The motion passed with Representative Beck, Representative Litvack, Representative Lockhart, Representative Thompson, and Representative Way voting no.
