Chair Knudson called the meeting to order at 3:45 p.m.
MOTION:
Sen. Blackham moved to approve the minutes of January 29, 2002.
The motion passed unanimously with Sen. Allen absent for the vote.

S. B. 54 Women's Health Care Parity (P. Julander)
Sen. Julander explained the bill.
Dr. Cynthia Jones, Obstetrician-Gynecologist; Dr. Fred Langeland, Obstetrician-
Gynecologist, Women's Health; Mindy Rice, Registered Nurse; Vicki Mori, Executive
Director, United Way Association, and Elyce Moustondis, Vice President, Public Affairs,
Nicholas and Company, spoke in favor of the bill.
Ronald Casper, Director, National Federation of Independent Businesses, and Gayle
Ruzicka and Lauri Updike, Utah Eagle Forum, spoke against the bill.
Dawn Brockett, Utahns for Choice, spoke to the bill.
Chair Knudson stated that S. B.112 Insurance Coverage of Contraceptives
(L. S. Poulton) would be heard before the committee voted on S.B. 54.

Sen. Poulton explained the bill.
Dr. Cynthia Jones, Obstetrician-Gynecologist; Becky Richards, Utah Nurses'
Association; Charles Cowley, Utah Association of Health Underwriters; Lori Updike,
Utah Eagle Forum, and Tom Bingham, Utah Manufacturers' Association, spoke against
the bill.
Kelly Atkinson, Executive Director, Utah Health Insurance Association, spoke to the bill.
MOTION:
Sen. Allen moved to pass S. B. 54 Women's Health Care Parity
(P. Julander) with a favorable recommendation.
The motion failed with Sens. Julander and Allen voting in favor, and Sens. Blackham and
Knudson voting against.
MOTION:
Sen. Allen moved to pass S. B. 112 Insurance Coverage of Contraceptives
(L. S. Poulton) with a favorable recommendation.
The motin failed with Sens. Allen and Blackham voting in favor, and Sens. Julander and
Knudson voting against.
Sen. Blackham assumed the chair.

S.B. 158 Oral Health Task Force (P. Knudson)
Sen. Knudson explained the bill.
Dr. Wayne Cottam, Chairman, Utah Oral Health Coalition, spoke for the bill.
MOTION:
Sen. Allen moved to pass the bill with a favorable recommendation.
The motion passed unanimously.
Sen. Knudson resumed the chair.

H. B. 225 Mental Health Professional Financial Assistance Grants - Technical
Amendments (J. Buffmire)
Rep. Buffmire explained the bill.
MOTION:
Sen. Blackham moved to pass the bill with a favorable recommendation.
The motion passed unanimously.

Rep. Allen explained the bill.
Doug Springmeyer, Attorney, Utah Department of Health, spoke for the bill.
MOTION: Sen Allen moved to pass the bill with a favorable recommendation.
The motion passed unanimously.

Rep. Tyler explained the bill.
