proposes the following amendments:
1. Page 2, Line 42: After line 42 insert:
"(c) Notwithstanding Subsections (1) and (2), if the appropriation
under Subsection (4)(a) is insufficient to cover the costs associated
with the New Century scholarship program, the State Board of
Regents may limit or reduce scholarships."
