This act modifies the Motor Vehicles Code by changing the registration check off name
8
from blindness prevention to vision screening. This act increases the check off voluntary
9
contribution amount from $1 to $2 and provides that Friends For Sight, which was
10
formerly Prevent Blindness Utah, shall receive the contributions. This act modifies the
11
Public Safety Code by changing the license check off name from blindness prevention to
12
vision screening. This act increases the voluntary contribution amount from $1 to $2 and
13
provides that Friends For Sight shall receive the contributions. This act takes effect July
14
1, 2003.

This act affects sections of Utah Code Annotated 1953 as follows:

Be it enacted by the Legislature of the state of Utah:

Section 1.
Section
41-1a-230
is amended to read:

41-1a-230. Registration checkoff for vision screening.
22
(1) A person who applies for a motor vehicle registration or registration renewal may
23
designate a voluntary contribution for [blindness prevention] vision screening of [$1] $2.
24
(2) This contribution shall be:
25
(a) collected by the division;
26
(b) treated as a voluntary contribution to [Prevent Blindness Utah] Friends For Sight to
27
provide blindness prevention education, screening, and treatment and not as a motor vehicle
28
registration fee; and
29
(c) transferred to [Prevent Blindness Utah] Friends For Sight at least monthly, less
30
actual administrative costs associated with collecting and transferring the contributions.

53-3-214.5
is amended to read:

53-3-214.5. License checkoff for vision screening.

(1) A person who applies for a license or license renewal may designate a voluntary
34
contribution for [blindness prevention] vision screening of [$1] $2.

(2) This contribution shall be:

(a) collected by the division;

(b) treated as a voluntary contribution to [Prevent Blindness Utah] Friends For Sight to

provide blindness prevention education, screening, and treatment and not as a license fee; and

(c) transferred to [Prevent Blindness Utah] Friends For Sight at least monthly, less

actual administrative costs associated with collecting and transferring the contributions.

Section 3. Effective date.

This act takes effect on July 1, 2003.
