Representative Urquhart called the meeting to order at 8:07 a.m. with a room temperature of
66 degrees, and requested a motion to approve the minutes of January 23, 2003.
MOTION: Representative Donnelson moved to approve the minutes of January 23, 2003.
The motion passed unanimously with Representatives Allen, Bennion,
Goodfellow, McCartney, Noel, and Ure absent for the vote.
H.C.R. 4 Resolution Urging Federal and State Action Against Internet Abuses
(D. Love)
Representative Love introduce the bill and explained its intent. Speaking to the bill was
Larry Bunkall, E-mail Marketing Association. Speaking in favor of the bill was Linda Plouzek,
Utah PTA.
MOTION: Representative Noel moved to pass HCR 4 out favorably. The motion passed
unanimously with Representatives Allen and McCartney absent for the vote.
MOTION: Representative Snow moved to place the bill on the Consent Calendar. The
motion passed unanimously with Representatives Allen and McCartney absent for
the vote.
S.B. 20 Facilitation of E-government (D. Steele)
Senator Steele introduced the bill and explained its intent.
MOTION: Representative Goodfellow moved to pass the bill out favorably. The motion
passed unanimously with Representative Allen absent for the vote.
1st Sub S.B. 23 State and Local Taxes, Fees, and Charges Related to
Telecommunications (C. Bramble)
Senator Bramble introduced the bill and explained its intent. Addressing questions from the
committee was Bruce Johnson, Utah State Tax Commission. Speaking in favor of the bill was
Paul Morris, Attorney, West Valley City.
MOTION: Representative Snow moved to pass the bill out favorably. The motion passed
unanimously with Representative Bennion absent for the vote.
MOTION: Representative McCartney moved to adjourn. The motion passed unanimously,
the meeting was adjourned at 8:52 a.m.
