LONG TITLE

General Description:
10
This bill creates the Gaps Analysis of Current Approaches to Covering the Uninsured
11
and Underinsured Task Force.

Highlighted Provisions:
13
This bill:
14
. creates a task force to analyze gaps in current approaches to providing
15
comprehensive, affordable, accessible, and quality health care for the uninsured and
16
the underinsured; and
17
. focuses on the extent to which each approach reduces the use of uncompensated
18
health care, contributes to improved health outcomes, and how successful each
19
program is in leveraging both public and private resources.

Monies Appropriated in this Bill:
21
This bill appropriates for fiscal year 2004-05 only:
22
. $2,500 to the Senate;
23
. $5,000 to the House of Representatives; and
24
. $20,000 to the Office of Legislative Research and General Counsel.

Other Special Clauses:

This bill is repealed on November 30, 2004.

Be it enacted by the Legislature of the state of Utah:

Section 1. Gaps Analysis of Current Approaches to Covering the Uninsured and
30
Underinsured Task Force -- Creation -- Membership -- Quorum -- Compensation -- Staff.

(1) There is created the Gaps Analysis of Current Approaches to Covering the
32
Uninsured and Underinsured Task Force consisting of the following six Legislative members
33
and nine ex officio members:
34
(a) two members of the Senate appointed by the president of the Senate, no more than
35
one of whom may be from the same political party;
36
(b) four members of the House of Representatives appointed by the speaker of the
37
House of Representatives, no more than two of whom may be from the same political party;
38
(c) nine ex officio members appointed by the president of the Senate and the speaker of
39
the House of Representatives including:
40
(i) four members from the Department of Health, including:
41
(A) the executive director or designee;
42
(B) the director or designee of the Division of Health Care Financing;
43
(C) the director or designee of the Children's Health Insurance Program and Access
44
Initiative; and
45
(D) the director or designee of the Health Systems Improvement Program;
46
(ii) the executive director or a designee of the Comprehensive Health Insurance Pool;
47
(iii) a member representing a federally qualified health center located in the state; and
48
(iv) three members from the general public with demonstrated expertise and interest in
49
private and public sector approaches to covering the uninsured and underinsured.

(2) (a) The president of the Senate shall designate a member of the Senate appointed
51
under Subsection (1)(a) as a cochair of the task force.
52
(b) The speaker of the House of Representatives shall designate a member of the House
53
of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
54
(3) A majority of the legislative members of the task force constitute a quorum. The
55
action of a majority of a legislative quorum constitutes the action of the task force.
56
(4) (a) Salaries and expenses of the members of the task force who are legislators shall
57
be paid in accordance with Section
36-2-2
and Legislative Joint Rule 15.03.
58
(b) A member of the task force who is not a legislator may not receive compensation
59
for the member's work associated with the task force, but may receive per diem and
60
reimbursement for travel expenses incurred as an ex officio member of the task force at the
61
rates established by the Division of Finance under Sections
63A-3-106
and
63A-3-107
.

(5) The Office of Legislative Research and General Counsel shall provide staff support
63
to the task force.

Section 2. Duties -- Interim report.
65
(1) The task force shall review and make recommendations on the following issues:
66
(a) review the current approaches to covering the uninsured and the underinsured and
67
addressing the need for comprehensive, affordable, accessible, and quality health care,
68
including:
69
(i) the Utah Comprehensive Health Insurance Pool;
70
(ii) the Primary Care State Network;
71
(iii) the state Primary Care Grants Program; and
72
(iv) other relevant approaches identified by the task force;
73
(b) the cost effectiveness and public health impact of the programs in Subsection (1)(a)
74
in terms of the following:
75
(i) the extent to which each program reduces the use of uncompensated care;
76
(ii) the extent to which each contributes to improved health outcomes; and
77
(iii) the success of each program in leveraging federal and private sector financial
78
resources for covering the uninsured and underinsured; and
79
(c) other issues that may be recommended by the task force including a review of
80
available studies and reports.

(2) A final report, including any proposed legislation shall be presented to the Health
82
and Human Services Interim Committee before November 30, 2004.

Section 3. Appropriation.

There is appropriated from the General Fund for fiscal year 2004-05 only:
85
(1) $2,500 to the Senate to pay for the compensation and expenses of senators on the
86
task force;
87
(2) $5,000 to the House of Representatives to pay for the compensation and expenses
88
of representatives on the task force; and
89
(3) $20,000 to the Office of Legislative Research and General Counsel to pay for
90
staffing the task force.

Section 4. Repeal date.

This bill is repealed on November 30, 2004.
