Committee Chair Hellewell called the meeting to order at 2:35 p.m.

     MOTION: Sen. Mayne moved to approve the minutes of January 28, 2004.

    The motion passed unanimously with Sens. Eastman and Walker absent for the vote.
        
1.     S.J.R. 5 Resolution Urging Congress to Address Citizen Children of Undocumented Parents (Sen. G. Davis)

    Sen. Davis explained the resolution.

    James Yapias, Chair, Utah Hispanic Democratic Community; Tony Yapias, Office of     Hispanic Affairs; Robert E. Gallegos, President, RAZPAC; and Dee Rowland, Government     Liaison, Catholic Diocese, spoke in support of the resolution.

     MOTION: Sen. Mayne moved to pass the resolution out favorably.

    The motion passed unanimously.

2.    H.B. 62 Lien Recovery Fund Amendments (Rep. R. C. Webb)

    Rep. Webb explained the bill.

    Jim Paul, Utah Subcontractors Association, spoke in support of the bill.

     MOTION: Sen. Walker moved to pass the bill our favorably.

    The motion passed unanimously.

3.     S.B. 132 Utah Construction Trades Licensing Act - Electrical Licensing Amendments     (Sen. S. Jenkins)

    Sen. Jenkins explained the bill and the following amendments were distributed:

1.    Page 4, Lines 102 through 104 :    

             102          (ii) (A) An individual holding a valid Utah license as a master electrician, based on at
             103      least eight years of practical experience
  as a licensed apprentice       under the supervision of a licensed journeyman or

             104      master electrician, in effect immediately prior to May 3, 2004, is on and after May 3, 2004,

             108          (B) An individual who has less than four years of practical experience
  as a licensed apprentice       under the

             109      supervision of a licensed journeyman or master electrician prior to May 3, 2004, shall complete
             110      the education requirements of Subsection (3)(c)(i)(A)
[[   ,   ]]        or       (B),      [[   (C), or (D)   ]] to qualify for licensing

             111      as a master
[[   residential   ]] electrician.

     MOTION: Sen. Mayne moved to adopt the amendments.

    The motion passed unanimously.

    Brad Stevens, Chair, Utah Electrical Coalition, distributed a letter supporting the bill and     spoke in support of the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably as amended.

    The motion passed unanimously.

4.    H.B. 35 Requirements of Trustees of Trust Deeds (Rep. D. Clark)

    Rep. Clark explained the bill.

     MOTION: Sen. Bramble moved to pass the bill our favorably.

    The motion passed unanimously with Sens. Davis and Walker absent for the vote.

5.    H.B. 52 Individual Deferred Annuities - Nonforfeiture Amendments (Rep. J. Dunnigan)
    Rep. Dunnigan explained the bill.

    John M. Coomans, Director, Utah Insurance Department, answered questions about the bill.

    Christopher Purcell, attorney, State Farm, spoke in support of the bill.

     MOTION: Sen Bramble moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Walker absent for the vote.

     MOTION: Sen. Bramble moved to reconsider SJR 5.

    The motion passed unanimously with Sen. Walker absent for the vote.

     MOTION: Sen. Davis moved to replace SJR 5 with 1st Sub. SJR 5.

    The motion passed unanimously with Sen. Walker absent for the vote.

     MOTION: Sen. Davis moved to pass the resolution out favorably.

    The motion passed unanimously with Sen. Walker absent for the vote.

     MOTION: Sen. Eastman moved to adjourn.

    The motion passed unanimously with Sen. Walker absent for the vote.

    Chair Hellewell adjourned the meeting at 3:15 p.m.
