Committee Chair Hellewell called the meeting to order at 7:35 a.m.

1.     H.B. 227 Midwife Certification Act (J. Biskupski)

    Rep. Biskupski explained the bill assisted by Suzanne Smith, Utah Midwives' Association.

    Speaking in support of the bill were: Carla Moquin, law student, mother, consumer of     midwifery; Adon E. Crook, DDS, father; Carrie Kemp, paramedic, mother, EMT instructor;     and Holly Richardson, nurse, Utah Midwives' Association.

    Speaking in opposition to the bill were: Regula Burki, Chair, Utah Section of American     College of OB/GYN; Leissa Roberts, Chair, American College of Nurse-Midwives; Jeremy
    Fotheringham, Utah Nurses Association; and Rebecca McInnis, certified nurse/midwife.

    Laura Poe, Deputy Director, Division of Occupational and Professional Licensing, answered     questions from the committee.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion failed with Sens. Hellewell and Mayne voting in favor, Sens. Eastman, Hatch,     Waddoups and Walker voting against, and Sens. Bramble and Davis absent for the vote.
    
2.    S.B. 57 Corporate Accountability (E. Mayne)

    Sen. Mayne explained the bill and proposed the following amendments:

1.    Page 2, Line 54 :

3.    Page 4, Line 90 :    

             90      reasonable attorney fees.
    
  (6) This section does not apply to:

    (a) an organization described in Section 501, Internal Revenue Code; or
    (b) an entity, more than 50% of the value of the outstanding ownership interests of which is owned, directly or indirectly, by one or more organizations described in Section 501, Internal Revenue Code.  


    MOTION: Sen. Mayne moved to adopt the amendments.     
    The motion passed unanimously with Sens. Bramble and Davis absent for the vote.


    Linda Hilton, Coalition of Religious Communities, spoke in support of the bill.

    Greg Freede, Merit Medical Systems; Jim Olsen, Utah Retail Merchants Association; and     David Harmer, Executive Director, State Department. of Community and Economic     Development, spoke in opposition to the bill.

     MOTION: Sen. Walker moved to adjourn.
    
    The motion passed unanimously.

    Chair Hellewell adjourned the meeting at 9:05 a.m.
