This bill reauthorizes the Energy Policy Task Force.

Be it enacted by the Legislature of the state of Utah:

Section 1.
Section
54-7-12.4
is enacted to read:
28
54-7-12.4. Energy Policy Task Force -- Creation -- Membership -- Interim rules
29
followed -- Compensation -- Staff.

(1) (a) There is created the Energy Policy Task Force consisting of the following 12
31
members:
32
(i) five members of the Senate appointed by the president of the Senate, no more than
33
three of whom may be from the same political party; and
34
(ii) seven members of the House of Representatives appointed by the speaker of the
35
House of Representatives, no more than five of whom may be from the same political party.

(b) (i) The president of the Senate shall designate a member of the Senate appointed
37
under Subsection (1)(a)(i) as a cochair of the task force.
38
(ii) The speaker of the House of Representatives shall designate a member of the
39
House of Representatives appointed under Subsection (1)(a)(ii) as a cochair of the task force.

(c) In conducting its business, the task force shall comply with the rules of legislative
41
interim committees.

(d) The task force may meet as often as twice a month, if the chairs determine that the
43
meetings are needed.

(e) Salaries and expenses of the members of the task force shall be paid in accordance
45
with Section
36-2-2
and Legislative Joint Rule 15.03.

(f) The Office of Legislative Research and General Counsel shall provide staff support
47
to the task force.

(2) The task force shall:
49
(a) study the energy needs of the state;
50
(b) monitor federal and other states' efforts to address energy needs;
51
(c) study potential Utah, federal, and other states':
52
(i) conservation efforts;
53
(ii) demand side management activities;
54
(iii) activities related to the efficient use of energy;
55
(iv) activities related to use of renewable energy resources; and
56
(v) barriers that public utilities face in implementing:
57
(A) conservation activities;
58
(B) demand side management activities;
59
(C) energy efficiency activities; and
60
(D) renewable energy activities;
61
(d) study potential ways the state could develop, facilitate, or promote generation,
62
exploration, or transportation of new energy to serve the needs of the state; and
63
(e) make recommendations to the Legislature regarding what legislation, if any, is
64
needed to ensure that the energy needs of the state are met.

(3) In addition to the assistance of the commission under Subsection (5), the task force
66
may request assistance from public and private resources as part of its activities.

(4) The task force shall report at least annually to the Public Utilities and Technology
68
Interim Committee.

(5) To assist the task force in the task force's duties under this section, the commission
70
shall, as directed by the task force, work with the task force including providing the task force
71
with reports.

Section [54-7-12.6] 54-7-12.4 is repealed November 30, [2004] 2006.
