Rep. S. Clark called the meeting to order at 8:04 a.m.
MOTION: Rep. Oda moved to approve the minutes of the January 25, 2005 meeting. The
motion passed unanimously, with Rep. Biskupski, Rep. Frank, Rep. Kiser, and
Rep. Morley absent for the vote.
H.B. 200 Property and Casualty Insurance Law Amendments (Rep. J. Dunnigan)
MOTION: Rep. Dunnigan moved to delete in title and body H.B. 200 and replace it with 1st Substitute H.B. 200. The motion passed unanimously, with Rep. Biskupski, Rep. Kiser,
and Rep. Morley absent for the vote.
Rep. Dunnigan explained the bill with the assistance of Brad Tibbetts and Gerri Jones from the
Utah Insurance Department.

MOTION: Rep. Snow moved to pass the bill out favorably. The motion passed unanimously,

H.B. 193 Deregulation of General Building Contractors (Rep. G. Hughes)
Rep. Hughes explained the bill and requested that the committee send a letter to the Occupational
and Professional Licensure Review Committee requesting an interim study of the deregulation of
general building contractors.
MOTION: Rep. Hansen moved to send a letter to The Occupational and Professional
Licensure Review Committee requesting a study of the deregulation of general
building contractors. The motion passed unanimously, with Rep. Kiser absent for
the vote.
MOTION: Rep. Adams moved to proceed to the next item on the agenda. The motion passed
unanimously, with Rep. Kiser absent for the vote.
H.B. 45 Assessment of Property Affected by Business Interruption (Rep. G. Hughes)
Rep. Hughes explained the bill.
MOTION: Rep. Morley moved to amend the bill as follows:

H.B. 209 Administrative Rules - Impact on Small Businesses (Rep. G. Hughes)
Rep. Hughes explained the bill.

MOTION: Rep. Wyatt moved to hold the bill. The motion passed unanimously.

H.B. 27 Health Insurance Fair Marketing Standards (Rep. S. Mascaro)
